1 Online monitoring arrangement for supplying ghee to adolescent girls under the Umbrella Scheme "ICDS" of the Department of Child Development and Nutrition. By Year-End Under "ICDS", a total of 1175.24 quintals of "Parag" ghee (450 gm / 500 ml per 4 months) will be made available to 2,61,165 adolescent girls in 53 districts. For girls aged 11 to 14, 2,41,245 packets were actually received as compared to the proposed target of 2,61,105 packets.
2 Supply of milk powder under Mid-Day Meal Scheme By Year-End 1. As per DPR prepared by the National Dairy Development Board (NDDB).
2. Under consideration for decision at the level of Additional Chief Secretary, Basic Education & Agriculture Production Commissioner.
3 Operation arrangement for newly constructed greenfield plants Phased, by Year-End According to the DPR and presentation to the Hon'ble Chief Minister, operation of 7 plants by PCDF and 8 plants on lease/cooperative via milk unions/farmer producer companies is proposed. NABCONS was appointed as Transaction Advisory Consultant via Govt. Order No. 335/53-2-19-2 dated 06.03.2019. Work is in progress.
4 Appointment of human resources for strengthening PCDF By Year-End As per NDDB's DPR submitted to the Hon'ble Chief Minister, actions are in progress in the following areas:
1. Implementation of projects for PCDF and associated milk unions including school milk programs, women participation, animal husbandry improvements.
2. Restructuring of PCDF, administrative arrangements, staff recruitment, VRS, and Parag Milk Marketing Ltd. decisions.
Proposals will be submitted to the Cabinet for approval. Actions will be completed as per Cabinet decisions.
5 Establishment of Cold Chain (DPMCU/BMC) at regional level By Year-End So far, 6156 DPMCU units received; 2871 DPMCU established and operational. For BMC, 160 units established with trial runs. Work in progress as per targets. Additionally, 574 DPMCU with tablets are planned.
6 New establishment of Vehicle Tracking System (VTS) By Year-End Target of 618 VTS units; 435 supplied and installed. Remaining work in progress.
7 Establishment and operation of a new dairy in Mathura 2020-21 For FY 2019-20, budget approved at Rs. 56.23 crore. Total project cost Rs. 171.60 crore, funds proposed via RIDF. Budget increment proposed accordingly.
8 Establishment of new dairy in Banda under Bundelkhand Package 2019-20 & 2020-21 Approved funding Rs. 107.01 crore; total project cost Rs. 187.15 crore. Remaining funds proposed via RIDF. Work ongoing.
9 Regional coverage / expansion work By Year-End Increase in milk procurement and marketing in upcoming years targeted. New plants to produce and market new product lines. Committees to be formed/restructured; field staff and vehicle arrangements required.
10 Quality Assurance Work 2019-20 & 2020-21 • BIS Integrated Milk Certification System / Quality Mark for milk and feed quality assurance proposed.
• Manufacturing Process / Product Certification under FSSAI in new plants for quality assurance.
• Staff training in Food Handlers (Food Safety Basics) at all levels.
• 440 Milk Adulteration Equipment & 50 BR Meters to check adulteration at field level.
• IDMC appointed as Procurement Consultant; funds expected to be utilized in next 6 months.
• Proposals submitted to Ministry of Agriculture & Farmers Welfare, India; total approved plan Rs. 1003.28 lakh.
11 Regional coverage expansion By Year-End Mainly in value-added product sector, e.g., production and marketing of fruit & vegetable based dairy drinks like Banana Milk Shake.
12 Strengthening activities/programs executed by the department at regional level By Year-End Work executed as per DPR submitted by NDDB to the Hon'ble Chief Minister. Actions ongoing in areas like PCDF and associated milk unions for project implementation, school milk programs, women participation, and restructuring of PCDF, staff recruitment, VRS, and marketing decisions.
13 Quality assurance work By Year-End Proposal submitted to Ministry of Agriculture & Farmers Welfare, India for establishing adulteration testing using equipment/kits at milk union level. Total approved plan Rs. 1003.28 lakh. Responsibility assignment and staff appointments to be done as per Food & Drug Administration guidelines.
